I guess Mr. Carter really is what various folks like to call a "Dimocrat", meaning that he engages his mouth before starting his brain.
Factoid Nr. 1: In Florida, the elections commissioners are county officials, meaning that they are responsible for running the elections in their county. The state exercises very little oversight - they are local officials.
Factoid Nr. 2: Palm Beach County, home of the infamous "butterfly ballot" is a county run by Democrats. The elections commissioner, recently defeated in the primary, is a Democrat. And...that particular elections commissioner was responsible for the design of that infamous "Butterfly Ballot".

And, I've got a bone to pick with the "media" on this, as well. Y'see, if ABC News did their fact checking, they would have noted Factoids 1 and 2 above in their story.
ABC News would also have noted that the Venezuelan election that Mr. Carter certified as being "fair" had a gross number of complaints of Venezuelan election law violations - which Mr. Carter ignored.
Mr. Carter is a former one-term President of the United States.
