There's an urban legend running around the 'net about how the Prez wants Congress to restart that abomination, the draft. The Prez is allegedly arm-twisting and eye-gouging assorted members of Congress, and one lone Senator to get his wishes carried out, to draft the Innocent Youth of America to send them off to the Quagmire of the Middle East.

To provide for the common defense by requiring that all young persons in the United States, including women, perform a period of military service or a period of civilian service in furtherance of the national defense and homeland security, and for other purposes.


Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE; TABLE OF CONTENTS.

(a) SHORT TITLE- This Act may be cited as the `Universal National Service Act of 2003'.
